Behaviors Constraining the Implementation of Administrative Sanction in the Ugandan Public Service

This report inquires into the underlying norms and values that drive the resistance to the removal of public servants convicted of corruption in accordance with Section 46 of the Anti-Corruption Act in Uganda.


The report analyzes reasons behind by inconsistent application of Section 46 by using causal loop mapping and sets out a number of recommendations that could serve as an entry point to improve the application of the application of law.
